The U.S. Department of Transportation (DOT) has launched a nationwide audit targeting non-domiciled CDL holders — commercial drivers licensed in states where they do not reside. This move aims to close regulatory loopholes, improve licensing integrity, and prioritize U.S. drivers in the freight industry.

“If you listen to President Trump, it’s America first,” said Secretary of Transportation Sean Duffy. “I want to put our American truck drivers first, and that means we look at what’s happening with the non‑domiciled CDLs.”

The Federal Motor Carrier Safety Administration (FMCSA) will lead the compliance sweep, investigating how states issue commercial driver’s licenses to foreign nationals and out-of-state residents — excluding Canada and Mexico. The goal is to ensure uniform standards and prevent misuse of the CDL system.

DOT Expands Compliance Beyond Non-Domiciled CDL Crackdown

The crackdown is part of a broader DOT initiative to strengthen the trucking workforce. Other announced measures include:

  • 🚛 $275 million in truck parking funding, including 917 spaces along Florida’s I-4 corridor.
  • ⛔ Withdrawal of the proposed speed limiter rule due to lack of data and driver opposition.
  • 📋 Preservation of the ELD exemption for trucks with pre-2000 engines.
  • 🛡️ Renewed efforts to combat double brokering fraud.
  • 🕒 Pilot programs for 6/4 and 5/5 sleeper berth splits to increase driver flexibility.

Trucking leaders have voiced support. OOIDA’s Todd Spencer emphasized the crackdown addresses long-overdue concerns about licensing integrity and driver safety. ATA President Chris Spear added that smart deregulation and firm compliance help sustain freight efficiency across the U.S.

Why Non-Domiciled CDL Licensing Is Under Scrutiny

Non-domiciled CDLs are issued to drivers who don’t reside in the state where they obtain their license. In many cases, these CDLs are used by foreign nationals or drivers seeking less stringent licensing processes. The FMCSA noted significant differences between states in verifying training and identity.
